Abstract

This paper deals with the assessment techniques employed within the new management model of Italian ports resulting from 1994 Port Act, which is based on concession of port terminals to private firms, under the control of the Port Authority and by payment of a rent.

In this framework, assessment techniques play a key role in:

establishing guidelines for the choice of private firms involved in the management of terminals;

monitoring yearly results of private firms, as well as the degree of fulfilment of their committments (namely in investments and employment);

evaluating final results at the end of concession period, and the degree of achievement of goals.

Most considerations and conclusions of this paper are referred to the port of Genoa, which was ahead of time in developing its own model of privatization before the 1994 Port Act, and has presently developed a fair level of assessment techniques concerning the above mentioned problems.
